The National Capital District Provincial Health Authority (NCDPHA) today officially launched its Governance Committees Charters and Terms of Reference, a milestone initiative designed to strengthen accountability, transparency, and strategic oversight across its operations.
The National Capital District Provincial Health Authority Chief Executive Officer Dr. Robin Oge said, “These charters and terms of reference provide the framework for how our committees function, make decisions, and uphold the highest standards of governance.” He said, “ They are not just administrative tools; they are the backbone of how we ensure integrity, inclusiveness, and responsiveness in delivering health services to our communities.”
The Deputy Secretary for Compliance and Standards, Dr. Dora Lenturut Katal, has officially launched the document on behalf of the Health Secretary, Mr. Pasco Kase. She commended NCDPHA’s board and management for this milestone achievement. Dr. Lenturut said, “Governance is the foundation of effective health service delivery.” She added that by launching these charters and terms of reference, NCDPHA is setting a benchmark for other provincial health authorities. “It demonstrates a commitment to compliance, standards, and accountability that will ultimately improve health outcomes for the population.” Dr. Lanturut said.
The Governance Committees Charters and Terms of Reference are designed to:
- Provide clear guidance on committee structures, mandates, and decision-making processes.
- Strengthen accountability and compliance with national health standards.
- Enhance transparency in resource allocation, program implementation, and stakeholder engagement.
- Support NCDPHA’s strategic functions in planning, monitoring, and evaluating health services.
The Director of Curative Health Services and Governance Committee Chair, Dr. Siwi Steven Wawe, said that these documents are critical for our committees. He said, “They clearly define roles, responsibilities, and processes, ensuring that every decision we make aligns with NCDPHA’s mission and the needs of the people.” Dr Wawe added that this clarity strengthens collaboration and builds confidence among our staff, stakeholders, and partners.
This launch marks a significant step in NCDPHA’s ongoing efforts to build robust systems that ensure effective leadership, community trust, and sustainable health outcomes for the National Capital District.
