FINAL CONSULTATIVE WORKSHOP CONCLUDES FOR NCDPHA STRATEGIC HEALTH SERVICE DEVELOPMENT PLAN

The National Capital District Provincial Health Authority (NCDPHA) has successfully concluded its final consultative workshop for the development of the NCDPHA Strategic Health Service Development Plan, marking a significant milestone in the Authority’s commitment to strengthening healthcare services across the National Capital District.

The final workshop represents the culmination of an extensive consultation process undertaken over the past one year. The development of this strategic document has been guided through a series of five consultative workshops, including two internal planning workshops conducted in 2025 involving NCDPHA management and staff, two stakeholder and development partner consultations held in 2026, and the final consultative workshop held today with key government stakeholders and district leaders.

The purpose of the consultation process was to ensure that the Strategic Health Service Development Plan is aligned with national health priorities, responsive to community needs, and reflective of the collective aspirations of stakeholders responsible for delivering health services within the National Capital District and Motu Koitabu Villages (MKA).

The final workshop was attended by the Governor of the National Capital District, Hon. Powes Parkop, whose leadership and vision have been instrumental in advancing health sector reforms within the city.

Also in attendance were the Chief Executive Officers of the following District Development Authorities (DDAs):

  • Mr. Aisop Mol, CEO – Moresby South DDA;
  • Mr. Ian Mapya, CEO – Moresby Northwest DDA.
  • Representatives of Moresby Northeast.

The workshop was further strengthened by the participation of Mr. Russell Simon Wavik, Chairman of the Motu Koita Assembly (MKA), and Mr. Henry Toua Chief Executive Officer of the Motu Koita Assembly, whose contributions ensured that the interests and perspectives of Motu Koita communities were fully represented throughout the planning process.

Participants engaged in productive discussions covering strategic priorities, service delivery challenges, infrastructure development, workforce planning, community engagement, and opportunities for greater collaboration among stakeholders. Valuable views, recommendations, and insights were received from all participants, contributing to the refinement and finalization of both strategic documents.

Speaking during the workshop, Governor Powes Parkop emphasized the importance of strategic planning in achieving sustainable development outcomes.

“It is important that we have a clear plan to guide our health sector development. This is something I have always advocated for because without a plan, it is difficult to achieve meaningful progress. These documents provide the direction needed to improve health services for our people and ensure accountability in implementation,” Governor Parkop said.

The Governor also acknowledged and thanked the Chief Executive Officer of NCDPHA, Dr. Robin Oge, together with the NCDPHA management and staff, for their commitment and hard work in coordinating the consultation process and developing the two strategic documents.

Chief Executive Officer of NCDPHA, Dr. Robin Oge, described the completion of the consultation process as a significant achievement for the Authority and its partners.

“The development of the Strategic Health Service Development Plan has been a collaborative journey involving our staff, partners, stakeholders, development agencies, district leaders, and community representatives. The productive discussions and contributions received throughout the consultation process have helped shape plans that are practical, achievable, and aligned with our vision of delivering quality health services to the people of the National Capital District,” Dr. Oge said.

Dr. Oge further thanked Governor Parkop, the DDAs, the Motu Koita Assembly, development partners, and all stakeholders who contributed to the process, noting that their collective support would be critical to the successful implementation of the plans.

The successful completion of the final consultative workshop now paves the way for the formal endorsement and launching of the Strategic Health Service Development Plan, which will serve as key guiding frameworks for health service delivery and development in the National Capital District & MKA over the coming years.
